A study conducted under the auspices of the Joint Enrichment Project in 1991 found that:

  • 27 percent of young people between the ages of 16 and 30 were considered marginalized.

  • 43 percent of young people were at risk: a fact that shows increasing signs of alienation.

  • 5 percent were thought to be severely disengaged, showing significant signs of trauma, alienation, and possible participation in crime and violence.

  • Only 25 percent of young people between the ages of 16 and 30 were thought to be "fine."

  • By 1989, only one in ten young people could find employment in the formal economy.
